The problem

An exciting opportunity is not yet a case for bidding.

A major event opportunity arrives. The rights holder wants an answer. Local partners are interested. Senior leaders can already see the potential.

But before the city moves forward, someone must answer two difficult questions:

Is this opportunity really worth bidding for? And: how do we turn everything we know — and everything we still do not know — into a clear recommendation for decision-makers?

Meetings create discussion.

Spreadsheets collect information.

Slide decks present the opportunity.

But none of them makes sure the full case has been tested. PreBid Playbook does.

What it does

One process for testing the opportunity and building the recommendation.

Ask the right questions

Work through strategic fit, rights holder credibility, local delivery capacity, venue readiness, feasibility, economic benefit, cost, risk, and exposure.

Expose what is missing

Turn gaps and concerns into visible conditions, hard stops, owners, actions, and dates.

Produce the decision pack

Use the work already completed to create an editable pre-bid feasibility report and final Go/No-Go recommendation. The system structures the work. Your team makes the judgment.

At the end of the process

More than research. A recommendation.

Your team finishes with:

  • A Go, Conditional Go, Defer, or No-Go signal
  • The evidence and assumptions behind it
  • Open conditions and hard stops
  • Named owners and next actions
  • An editable pre-bid feasibility report
  • An editable Go/No-Go decision pack
  • Word and PDF exports

You do not have to collect the information in one place and then start writing the recommendation somewhere else. The recommendation takes shape as the assessment progresses.

A more disciplined way to make the early decision.

A meeting

Good for discussion. Less effective at revealing missing evidence, unresolved conditions, and decision ownership.

A spreadsheet

Good for storing information. It does not make sure the team has asked every critical question.

A slide deck

Good for presenting the opportunity. It may make the case look complete before it has been properly tested.

A full feasibility study

Useful when deeper analysis is justified. But it may require serious spending before the city has decided whether the opportunity deserves that investment.

PreBid Playbook

One guided process for testing the opportunity, recording the evidence, exposing the gaps, and producing the recommendation.

The process

Ten steps. One decision.

The Playbook guides your team through:

Each step strengthens the next. By the final step, the recommendation is built from the evidence, assumptions, risks, and conditions captured throughout the process.

Who it is for

Built for the people who must bring back the recommendation.

PreBid Playbook is designed for:

  • Host city directors
  • Major event and bidding teams
  • Local organising committees
  • City strategy and economic development teams
  • Destination organisations
  • Venue and event portfolio leaders
  • Advisers preparing recommendations for boards, councils, or senior officials
It is especially useful when a new opportunity has arrived, leadership wants an early view, several departments need to contribute, or the team must decide whether deeper work is justified.
Proof

Inspect the work before you start.

PreBid Playbook is not a black box. Open the completed example and inspect every step, input, condition, decision signal, and report. Then add your real authority.

FAQ

Asked before buying

What exactly do I get for €997 a year?

One annual licence: 5 users (you plus 4 invited colleagues), the full ten-step process, unlimited projects and assessments, all guided questions and templates, the conditions register and decision signal, and every report — with Word and PDF exports. Free updates are included for the licence year.

Is VAT included in the €997?

The price is €997 per year excluding VAT. VAT is added at checkout based on your location. EU business and public-sector buyers with a valid VAT number are handled under the reverse-charge mechanism, so no VAT is added to your invoice.

How many people can use one licence, and can we work together?

One licence includes 5 users: you and up to four colleagues from your organisation. You invite them by email inside the app (same organisation email address), each colleague gets their own login, and everyone works in the same shared workspace — the same projects, assessments, and reports. Reports can also be exported to Word or PDF for anyone else.

Do I need a card to start the free trial?

Yes. You enter a card to begin the 7-day free trial. Nothing is charged during the trial. If you cancel before it ends, you are not billed.

How do renewal and cancellation work?

The licence is annual and renews automatically at €997/year unless you cancel. You can cancel anytime. If you cancel during the trial you are not billed; if you cancel after the paid year has started, you keep access until the end of the current year, and there are no partial refunds.

Is there onboarding or support?

Yes. You get email support, and the built-in completed worked example shows you exactly how a full assessment is built — from the first review through to the final decision pack — so your team can start on a real opportunity right away.

Is this a replacement for a full feasibility study?

No. It is an earlier decision process that helps your team decide whether deeper specialist work and investment are justified.

Does the system decide whether we should bid?

No. It structures the evidence, assumptions, risks, and conditions. Your team owns the final judgment.

What if we do not have all the information?

Missing information can be recorded as an open condition, hard stop, action, and owner. The process does not require false certainty.

Can we edit the reports?

Yes. Reports can be exported to Word and PDF and adapted to your organisation's needs.

Is our information secure?

Your work is stored privately in your own account. It is not shared, only you can see it, and you can export it to Word or PDF at any time.
